Snow: modeled as a storm-bucket distribution (below), not a flat annual-inches figure — this matches the Pricing Engine's SNOW_DIST / applyENSO / snowAnnual logic exactly.

Under Option A (deferred start), lawn/snow/leaf billing begins immediately and exterior services (wash, windows, gutters) are deferred to month 4 — but the monthly rate itself is the same from month 1, since it's the full annual vendor cost amortized evenly across 12 months. Deferral changes when ClearedPath collects for exterior work, not the rate charged.
